In the year 1999 the Utkal University of Culture, Bhubaneswar was established. Utkal University is the first of its type in India and promotes education in the state, research and training in various spheres of culture such as language, literature, religions, visual arts, performing arts, sculpture, architecture, folklore and tribal studies. The University is UGC Recognized. The university also explores documents, preserves and propagates the rich cultural heritage through such devices as establishing libraries, archives, galleries, workshop, initiating programmes of publication etc. Besides, comprehensive surveys on matters related to culture are also conducted by the university. Not declared fit to receive Central/UGC assistance under Section 12 (B) of the UGC Act-1956.
Utkal University, situated in Odisha, is one of the premier educational institutes in the country, offering post-graduate programmes in a number of disciplines. The application process for admission to the postgraduate, M.Phil and Ph.D. courses is usually open in the month of June every year. Application forms are available online at the official university website and must be submitted either in person or via post to the university office.
Selection of candidates for different courses is usually done on the basis of entrance examination. The entrance test for postgraduate courses offered by Utkal university is usually conducted in the last week of June. For M.Phil and Ph.D. courses, the examination is generally held in the third week of July.
The reservation policy is in accordance with the Government stipulations. For all courses, the university reserves 22.5% of seats for Scheduled Tribe students, and 16.25% of seats for those belonging to Scheduled Caste.
Once the results of the entrance examination have been announced, candidates must appear in the admission counseling process, before being admitted to the course. Payment of fees and verification of documents is required to complete the admission process.

M.Phil. Admission will be made on the basis of career-cum-written test and viva-voce, i.e., 40% career + 40% written test + 20% viva-voce. Ph.D. applicants must verify the eligibility of holding Master degree with minimum 55% marks. The candidates qualifying UGC-CSIR-NET/ GATE will be approved by the Vice-Chancellor and are exempted from written test only.
